Feature Enhancements in Version 18.2.0.6 Server Patch 3

In accordance with the Ohio Legislature’s House Bill 199 which went into effect on March 23, 2018, all residential mortgage lending was consolidated under O.R.C. Chapter 1322. This Chapter was formerly known as the Ohio Mortgage Broker Act and was renamed the Ohio Residential Mortgage Lending Act (RMLA). All references to residential mortgage lending were removed from O.R.C. § 1321.51 to § 1321.60 (formerly the Ohio Mortgage Loan Act) and this law will now be referred to as the Ohio General Loan Law (GLL). H.B. 199 also eliminated, renamed and consolidated certain exemptions and licenses that previously existed under the OMBA and OMLA. As a result, the OMBA Certificate of Registration was renamed to RMLA Certificate of Registration.

In Encompass Settings, the new RMLA Certificate of Registration has been added to the License Type in table in the Company Information setting (shown below). This new license is now also listed in the License Type in table in the Organization Details window.

Note that the two other Ohio license types will continue to be listed in these locations as in previous versions of Encompass until further notice.

In addition to this update in the Company Information and Organization Details settings, the new Ohio RMLA Certificate of Registration license option will also be added to the License Type in table on the License tab in the Compliance Review Setup setting when the Encompass Compliance Service May 2018 Service Pack is released on May 22, 2018. It is important to note that if you elect not to upgrade to Encompass 18.2.0.6 Server Patch 3, the Ohio RMLA Certificate of Registration license option will not be available on the License tab in the Compliance Review Setup setting, even after the Encompass Compliance Service May 2018 Service Pack is applied to your system on May 22, 2018. In order for this license option to be listed on the Compliance Review Setup screen’s License tab automatically, the license must also be listed in the Company Information and Organization Details license tables as described above. If you elect not to upgrade to Encompass 18.2.0.6 Server Patch 3, visit the Encompass Resource Center and review the Ohio RMLA License (OH_RMLA)(#000015624) knowledge base article for instructions on how to manually update the license tables in your current Encompass system to include this new Ohio license option.

The ability to underwrite purchase or refinance loans for MH Advantage properties is scheduled to be activated in Fannie Mae’s Desktop Underwriter (DU) automated underwriting system (AUS) on June 5, 2018. To support underwriting for these types of homes, a new MH Advantage option has been added to the Property Type dropdown list (field ID 1041) on the Borrower Summary – Origination, Borrower Summary – Processing, Construction Management, FNMA Streamlined 1003, Loan Submission, and Property Information input forms. The MH Advantage option has also been added to the Property Type dropdown list (field ID 2947) on the Lock Request Form.
