This section discusses the updates and enhancements to existing forms, features, services, or settings that are provided in this release.
Update to Microsoft Windows Support

Windows 11, Build 22471.1000 is now supported for use with Encompass 21.4

HELOC Loans
Updates have been made in the method used to set the starting date for the minimum, maximum, FL, and historical schedules included in HELOC loan disclosures. All schedules now begin on January 1 of the year that is 14 years prior to the disclosure date (field ID 363) for the loan. If no disclosure date is entered, the schedules begin on January 1 of the year 14 years prior to the current date. For example, schedules for a HELOC loan with a disclosure date of December 15, 2021 will begin on January 1, 2007.
When the full loan term as defined by the combined total of the Draw Period plus the Repayment Period (field IDs 1889 and 1890) is less than 180 months, the starting date for the schedules is determined by subtracting the number of years in the loan term from the year of the disclosure date (or the current year when no disclosure date is selected). For example, schedules for a HELOC loan with a disclosure date of December 15, 2021 and a loan term of 120 months will begin on January 1, 2011.
To make the disclosure date accessible on the HELOC Management input form, a HELOC Disclosure Date field (field ID 363) has been added to the HELOC Program tab on the form. This date field uses the same field ID as the disclosure date fields used elsewhere in Encompass.

Starting in Encompass 21.4, the Send Initial Disclosures alert will not be triggered for HELOC loans. This applies to HELOC loans using RESPA 2010 GFE and HUD-1 forms or the RESPA-TILA 2015 LE and CD form version. In previous versions of Encompass, this alert would be triggered erroneously for HELOC loans if the 2010 REGZ-TIL and 2010 GFE was not disclosed.
HELOC loans are identified by the Loan Type field (field ID 1172) on the Borrower Summary and other input forms. Selecting the HELOC checkbox for the loan type here ensures that this alert will not be applicable to the loan.

Support for PACE Loan Data in Fannie Mae DU Submissions
Updates have been made to enable lenders to submit data for PACE (Property Assessed Clean Energy) loans to Fannie Mae DU (Desktop Underwriter). These updates include new fields that display on the Verification of Liabilities (VOL) and Fannie Mae Additional Data input forms, plus new calculations to determine energy efficient loan amounts and PACE loan payoff amounts. The information from these new fields will be included in the MISMO 3.4 loan file when a loan is submitted to Fannie Mae DU.
On the VOL input form, in the Debt Information section, two new Energy Efficient Debt checkboxes (field ID FL0069) have been added to indicate whether a liability is a debt associated with a PACE Loan or an Energy Improvement loan.
On the Fannie Mae Additional Data input form, a new Existing Energy Improvements section has been added with calculated values for the Energy Improvement Amount (field ID 4785) and the PACE Loan Payoff Amount (field ID 4786) when appropriate. Both fields have a Lock icon that can be clicked to override the calculation and manually enter an amount. A Show all VOL button has been added to provide access to the VOL input form via a pop-up window.
The PACE Loan Payoff Amount (field ID 4786) is populated with the sum of all Payoff Amount fields (field ID FL0016) for all borrower in VOL records with all the following checkboxes selected:

If the PACE Loan checkbox is cleared, the Payoff Amount for the VOL is removed from the PACE Loan Payoff Amount total.

These updates affect only the options that display on the dropdown list. The field names and mapping of the fields has not changed.

A new Average Representative Credit Score field (field ID 4752) has been added to the Borrower Summary - Origination and Borrower Summary – Processing input forms to provide visibility into the average representative credit score rating that is being implemented by Fannie Mae DU (Desktop Underwriter).
The field is populated with a calculated value based on the credit scores of the first four borrowers in the loan only. A borrower with no credit score is excluded from the calculation, which is then based on the credit scores of the remainder of the original four borrowers. A recalculation of the value is triggered when any of the credit scores are updated for the original four borrowers. Click the Lock icon to overwrite the value if needed.
The value in this field is not directly integrated with Fannie Mae DU submissions, but it enables lenders to perform eligibility screening prior to a submission to identify whether a loan falls under the eligibility criteria for Fannie Mae DU.

Automated Calculation of Present Housing Expenses
Automated calculations have been implemented to ensure that Encompass uses the same logic as Fannie Mae Desktop Underwriter (DU) when determining the borrower and co-borrower combined present housing expenses for Rent (field ID 119), 1st Mortgage (field ID 120), and R.E. Taxes (field ID 123). These fields display in the Combined Housing section of the Loan Submission input form.
The following logic is now being used to populate values in these fields.
Rent calculation:

The borrower portion is the sum of all monthly payments (field ID BR0016) in the borrower’s Verification of Residence (VOR) entries that have the Rent checkbox selected (field ID BR0016) and Current selected as the Residence Type (field ID BR0023).

The co-borrower portion is the sum of all monthly payments (field ID CR0016) in the co-borrower’s Verification of Residence (VOR) entries that have the Rent checkbox selected (field ID CR0016) and Current selected as the Residence Type (field ID CR0023).
1st Mortgage calculation:

The borrower portion is the sum of all Mortgage Payment fields (field ID FM0016) in Verification of Mortgage (VOM) entries that have Primary selected in the Property is used for dropdown list (field ID FM0041) and the selection in the VOM is for dropdown list (field ID FM0046) is Borrower, Both, or is blank.

The co-borrower portion is the sum of all monthly payments (field ID FM0016) in the Verification of Mortgage (VOM) entries that have Primary selected in the Property is used for dropdown list (field ID FM0041) and Co-Borrower selected in the VOM is for dropdown list (field ID FM0046).

To enable users to adjust the calculated amounts if needed, Lock icons have been added to the fields for Rent (field ID 119), 1st Mortgage (field ID 120), and R.E. Taxes (field ID 123). Click the icons to manually edit the amounts.
The values from these fields are used to populate the Payment (field ID 737) for present housing in the Underwriting Information section of the 1008 Transmittal Summary based on the borrower’s primary occupancy. An Edit icon has been added to the 1008 Transmittal Summary to enable underwriters to quickly access the Monthly Housing Expenses quick entry pop-up window to review the values.

Non-occupant borrower expenses continue to be populated to the present housing expenses for the Co-Mortgagors (field ID 1379).

A new Use for UCD Export indicator is now provided in the Disclosure Tracking Tool to enable users who send UCD (Uniform Closing Dataset) files to Fannie Mae or Freddie Mac to indicate the CD (Closing Disclosure) to send. Only one disclosure can be indicated as the disclosure to send for UCD.
The Use for UCD Export checkbox is provided in the Disclosure Details window for each CD record in the tool. Select this checkbox in the CD record you want to send to Fannie Mae or Freddie Mac.
For more information about this new option, please refer to knowledge article 40337 in the Resource Center that discusses how this checkbox impacts the CD in the eFolder.

To enable user to store buyside lock and pricing investor information when working in the Lock Request form, a new Investor field (field ID 4751) has been added to the Buy Side Lock and Pricing column on the Secondary Lock Tool window that opens when you add a new lock or open an existing lock from the Secondary Registration tool. Click the Address Book icon to add an investor from your business contacts. Click the Investor button to apply an Investor Template to the lock.
The following new virtual fields are also now available in the Encompass Reporting Database.

New Statuses Added to the Encompass Investor Connect Delivery Status Fields
The following new statuses have been added to the Delivery Status fields (field ID INVESTORCONN0002) used to track the history of status changes for Encompass Investor Connect loan deliveries:

Additional statuses that can be created by the partner as needed.
The Delivery Status field is a repeatable field that enables lenders to track changes in the status of a delivery. Each time a status changes, a new record is created with a new field ID. The first two number in the field ID increase incrementally for each new record. For example, the first status record is assigned a field ID of INVESTORCONN0102. The next record is assigned a field ID of INVESTORCONN0202.
Encompass Developer Connect

For loans created or updated via APIs, an issue was resolved that affected loans originated in the Correspondent channel (field ID 2626) in Encompass LO Connect that had a First Payment Due date (field ID 3570) for the investor on the Correspondent Purchase Advice Form that was after the 1st Payment Date (field ID 682) for the loan. For example, if the first payment from the borrower was 9/7/2021 and the first payment to the investor was 10/7/2021. For these loans, the Amount Rec'd for Payment, Principal and Interest on the payment transaction pop-up window in Encompass LO Connect incorrectly included the amount collected by the lender prior to the 1st Payment Date (field ID 3570) due to the investor. This issue has been resolved and only the amount due on the 1st Payment Date for the investor is now being included in the Amount Rec'd for Payment, Principal and Interest.

To bring Encompass into alignment with the DTI calculations used by Fannie Mae Desktop Underwriter (DU) and Freddie Mac Loan Prospector (LP), updates have been made to calculations in the Verification of Mortgage records for the subject property for loans using the new URLA forms. The updates were implemented because DU and LP are pulling housing expenses and net rental income from the Verification of Mortgage (VOM) record which resulted in discrepancies when the current mortgage payment associated with the subject property was different from the proposed payment.
The following logic now applies to calculations on the VOM when the VOM’s Subject Property checkbox (field ID FM0028) is selected:

When Primary is selected from the Loan Occupancy dropdown list (field ID 1811), the Mortgage Payment (field ID FM0016) is now the Qualifying Payment First Mortgage P&I plus the Qualifying Payment Subordinate P&I.

When Primary is not selected from the Loan Occupancy dropdown list, the Mortgage Payment is now the Proposed Monthly First Payment P&I plus the Proposed Monthly Subordinate Liens P&I.

The Taxes, Ins, Expense (field ID FM0021) calculation is now the combine total of the proposed monthly hazard Insurance (field ID 230), supplemental insurance (field ID URLA.X144), property taxes (field ID 1405), mortgage insurance (field ID 232), association/project dues (field ID 233), and other expenses (field ID 234).
Additionally, when the VOM’s Subject Property checkbox (field ID FM0028) is selected, the field for Taxes, Ins, Expenses (field ID FM0021) is a calculated field with a Lock icon. Click the Lock icon to edit the field. If the Subject Property checkbox is not selected, the field for Taxes, Ins, Expenses (field ID FM0021) is a free-entry field with no Lock Icon.
The calculations used for Mortgage Payment (field ID FM0016) and Taxes, Ins, Expenses (field ID FM0021) changes when the Subject Property checkbox is selected or cleared.

Electronic Document Management

Encompass administrators can create email notification templates that can be used when eConsent requests are sent for loans originated in Encompass for Encompass Consumer Connect. These templates can be configured so that different types of recipients receive different email notifications. For example, you can send notifications to the borrowers based on one template, while sending notifications based on another template to loan associates (Encompass users who are assigned to the loan). Encompass provides a preconfigured default template for eConsent in the setting.
The ability to create eConsent notification templates for loans originated in Encompass for Encompass Consumer Connect is available with the initial Encompass 21.4 release, but the notification emails themselves will be made available in a future release.

Ellie Mae, Inc. officially became ICE Mortgage Technology in May 2021 following the acquisition of Ellie Mae, Inc. by Intercontinental Exchange in 2020. In support of this company naming update, references to Ellie Mae have now been updated to ICE Mortgage Technology in the following user interfaces in electronic document management features:

The error message that displays on the Company Status Online setting (Encompass > Settings > Additional Services > Company Status Online) when Status Online is not configured.

Encompass Settings
The Email Notifications option in the Investor Connect Settings in Encompass has been expanded. In addition to the existing functionality for configuring email notifications associated with delivery statuses, lenders can now configure email notifications that are triggered when:

Condition responses are sent

Conditions are received

Funding details are received
-
Shipping details are received
-
Documents are received
Email notifications are sent to the user who delivered the original package and up to three other designated Encompass users.
To Access the Email Notification Options:

On the Encompass menu bar, click Encompass, and then click Settings.

On the left panel, click External Company Setup, and then click Investor Connect Settings.

On the Investor Connect Settings window, click the Gear icon in the Email Notifications section.
Updated Email Notifications Window
The Email Notifications window has been updated to include sections where you can configure all six types of email notifications.
Navigation
A series of navigation anchor links displays across the top of the settings window. When you click a link, the content scrolls up or down to display the selected option at the top of the window.
Enabling and Disabling Notifications
Each notification section includes an On/Off toggle button to enable or disable each notification type. By default, all the notifications are enabled. When a notification is enabled, the configuration section displays beneath the toggle button.
Disabling a notification collapses the configuration section so that only the name of the notification displays beneath the toggle button.
Recipients
When a notification is enabled and a trigger event occurs, the system will automatically generate an email notification and send it to the Encompass user who submitted the loan delivery package. For example, when a partner sends conditions for a loan package, a Conditions Received notification is sent to the user who submitted the loan package.
Starting with this release, you can add up to three additional active Encompass users to receive the email notification for each type of notification. Add recipients by selecting their Encompass User ID from the Recipient user ID list in the Additional Recipients section.
As you select additional recipients, their User IDs display below the Recipient user ID list.
When you select three recipients, the Recipient user ID list is disabled and a message displays explaining that you have reached the maximum limit of three recipients.
The Configure Email Notifications For Delivery Package Status section located at the top of the Email Notifications window has a checkbox that can be selected to apply the Additional Recipient list for that section to all the email notifications in the setting. Use this option to populate the same set of recipients across all types of email notifications.
Types of Email Notifications
The following section describes each of the six email notifications.
Configure Email Notification For Delivery Package Statuses
Use this option to configure email notifications for a loan delivery package that is sent to a partner. Notifications can be configured to trigger whenever specified changes occur in the loan delivery status or a partner response.
This notification type was introduced with the Encompass 21.3 release. If you configured email notifications in Encompass 21.3, the Configure Email Notification For Delivery Package Statuses section inherits the selections made in Encompass 21.3.
If you have not previously configured this notification, the following checkboxes are selected by default:

Package Statuses: In Progress, Failed, and Error
-
Partner Responses: Denied, Purchased, and Funded
When an email notification is triggered for a delivery package:
-
For a package with a status of In Progress, one email is sent for the package, regardless of how many individual loans are in the package.
-
For all other package statuses and partner responses, a separate email notification is sent for each loan in the package that has a status change or partner response.
The delivery status of Failed is new and can be viewed on the Status column of the Loan Delivery Status window in this release. It replaces the statuses of Error and Not Submitted which appeared in earlier releases. Selecting the Failed option will result in an email notification being sent whenever the status of a delivery is updated to Failed.
Configure Email Notification For Condition Package Delivery
Use this option to configure email notifications for lender responses to conditions previously sent by a partner. Emails are triggered when the condition package matches one of the options selected in the Notify when checkboxes. By default, the In Progress, Failed, and Error checkboxes are selected.
Configure Email Notification For Conditions Received From Partner
Use this option to configure email notifications when conditions are received successfully or when there was an error importing conditions. Both Notify When checkboxes are selected by default.
Configure Email Notifications For Funding Details From Partner
Use this option to configure email notification when funding details are received successfully or when there is an error importing funding details. The Funding Details Received checkbox is selected by default.
Because funding details are automatically imported only the when the Auto Import functionality is enabled, the following logic is used for the Error Importing Funding Details checkbox:

When Auto Import is enabled, the Error Importing Funding Details checkbox is cleared by default and is enabled for selection.

When Auto Import is not enabled, the Error Importing Funding Details checkbox is cleared by default, and the checkbox is disabled and cannot be selected.

Use this option to configure email notification when shipping details are received successfully or when there is an error importing shipping details. The Shipping Details Received checkbox is selected by default.
Because shipping details are automatically imported only the when the Auto Import functionality is enabled, the following logic is used for the Error Importing Shipping Details checkbox:

In previous versions of Encompass, when custom fields or virtual fields contained values greater than 8,000 characters, the System Audit Trail update would fail. To address this issue, starting in Encompass 21.4, custom and virtual fields containing more than 8,000 characters are truncated in the System Audit Trail and the search record will be successfully stored.

Miscellaneous Updates to Encompass Settings
To ensure that disclosure and closing timelines are scheduled correctly, June 19th (Juneteenth) has been added as a federal holiday on the Reg-Z Business Day Calendar and the U.S. Postal Calendar in the Encompass Compliance Calendar setting. Juneteenth, which celebrates the abolishment of slavery in the United States, was established as a Federal Holiday on June 17th, 2021. When a disclosure or closing date falls on Juneteenth, the date rolls to the next business date.
June 19, 2022, which falls on a Sunday, is recorded on Sunday, June 19 on the Reg-Z Business Day Calendar and on Monday, June 20 on the U. S. Postal Calendar.

In the Documents setting (Encompass > Settings > eFolder Setup > Documents), the label has been updated in the Available section on the Document window that opens when you double-click an existing document or click the Add icon to create a new document.

Encompass users who have enabled the eClose feature can now use the Encompass Input Form Builder to add an eClose button to a custom input form. The REGZ-TILeClose action ID can be applied to the button from the Property panel in the Encompass Input Form Builder to enable the eClose functionality for the button. After the custom form has been saved to Encompass, users can click the button on the custom form to initiate the eClose process. Access to the button can be controlled via a Persona Access to Fields business rules.

It does not utilize Encompass Investor Connect functionality.

Feature Enhancements for Version 21.4.0.1 Server Patch 1 (Banker Edition)

This update contains updates to users' Encompass client machines (21.4.0.1) and a Server Patch (server patch 1) that is applied to the Encompass Server. The feature enhancements listed below are included in this update.
When you upgrade to 21.4, this client-side update (21.4.0.1) and Server Patch (server patch 1) will be applied to your Encompass instance automatically.
In Encompass, go to Help > About Encompass in the menu bar to view your Encompass version. When you upgrade to 21.4, your new version number will be 21.4.0.1 Server Patch 1.
The Encompass Software Development Kit (SDK) enables developers to build custom applications that can be added on, or connected to, Encompass and the ICE Mortgage Technology Platform. The Encompass SDK has been repackaged with this 21.4.0.1 update. If you are utilizing the Encompass SDK, upgrading to this new package is needed to ensure that your SDK has the same functionality as this latest version of Encompass.
The following item (as described below) requires the new Encompass SDK package:
You may elect to not upgrade your SDK and still be upgraded to Encompass 21.4.0.1 Server Patch 1. All features and functionality described below will be provided when you upgrade Encompass, except for the SDK-dependent item listed above.
If your SDK application utilizes the Encompass SmartClient, you can automate this process so the SDK is upgraded automatically every time you apply an Encompass release. If your SDK application is installed on a computer at your location, you must manually upgrade the SDK for every release. For instructions for automating the upgrade process or manually upgrading the SDK, refer to the Upgrading the Encompass SDK page or view the SDK Programmer’s Guide.

Important Note: In order to successfully install the SDK for this release, you must first uninstall the 21.3.0.x SDK prior to installing the new SDK for 21.4.0.1 Server Patch 1. Failure to uninstall the earlier 21.3 SDKs may result in errors when upgrading to the 21.4.0.1 Server Patch 1 SDK.
Update to the Encompass Client Machines

On November 30, 2021, the FHA announced the availability of new FHA County Limits for 2022. The URL for the 2022 FHA County Limits table is now provided in the Encompass Settings (and selected by default). Selecting the URL synchronizes this new table to apply the new limits to applicable loans in Encompass.
To Apply the 2022 FHA County Limits:

On the menu bar, click Encompass, and then click Settings.

On the left panel, click Tables and Fees, and then click FHA County Limits.

In the HUD Web Site section, select the radio button for the 2020 FHA County Limits table:

Click the Synchronize button. The updates are applied immediately for all users.

If you are utilizing the Encompass SDK to calculate the Loan Limit (field ID 3331), upgrading to the new SDK package for 21.4.0.1 Server Patch 1 is required or the Loan Limit may not be calculated correctly.
The FHFA Maximum Conforming Loan Limits for 2022, announced on November 30, 2021, have been incorporated into the Encompass Conventional County Limit tables. These changes will be effective on January 1, 2022. Encompass uses the Application Date (field ID 745) to determine the year to use when applying data from the Conventional County Limits table. If the Application Date is blank, Encompass uses the current date.

The updates described below have been made to the Points and Fees verbiage and the ATR/QM test calculation to reflect the 2022 TILA (Regulation Z) Annual Threshold Adjustments for HOEPA and ATR/QM.
Updated QM Threshold on ATR/QM Qualification Tab
For non-VA IRRRL loans that have a Document Signing Date (field ID 1887), Closing Date (field ID 748), or Estimated Closing Date (field ID 763) of 1/1/2022 or later, the calculations shown in the table below are used to populate the Current Qualified Mortgage Fee Threshold amount (field ID QM.X121) or Current Qualified Mortgage Fee Threshold percentage (field ID QM.X122).
When the QM Fee Threshold is a percentage, the threshold amount (field ID QM.X121) is populated based on the threshold percentage and loan amount. When the QM Fee Threshold is an amount, the threshold percentage (field ID QM.X122) is populated based on the threshold amount and loan amount.

For loans with a Document Signing Date (field ID 1887), Closing Date (field ID 748), or Estimated Closing Date (field ID 763) of 1/1/2022 or later, the following verbiage displays in the Points and Fees Test section on the Section 32 HOEPA Input Form:
For a loan amount of $22,969 or more total points and fees cannot exceed 5% of the total loan amount; For Loan amounts less than $22,969 the total points and fees cannot exceed the lesser of 8% of the total loan amount or $1,148; The dollar amounts used in this test may be adjusted each year, effective January 1.
Updated Section 32 Points and Fees Test
For loans with a Document Signing Date (field ID 1887), Closing Date (field ID 748), or Estimated Closing Date (field ID 763) of 1/1/2022 or later, the percentages shown in the second column below are now populated for the Maximum points and fees allowed percentage (field ID S32DISC.X100) and the calculations shown in the third column are now used to populate the Maximum points and fees allowed amount (field ID S32DISC.X101).

When the first change in an ARM loan’s interest rate occurs after 5 years, the QM APR (field ID QM.X381) on the Qualification and ATR/QM Eligibility tabs of the ATR/QM Management input form is now populated with the Annual Percentage Rate for the loan (field ID 799).
For construction-to-permanent loans, the QM APR calculation change applies only to the permanent portion of the loan:
