Use the TQL Services tool to review fraud reports, 4506-C tax transcripts, and compliance reviews ordered from within Encompass. View the documents and the details provided by the tool to help ensure your loans meet total quality loan (TQL) standards. You can also share these reports and associated commentary with participating investors from this tool, enabling them to review the 4506-C transcripts, compliance reviews, and fraud reports to ensure loans meet their loan quality requirements.
A user's access to the TQL Services tool and its features is configured by the Encompass administrator on the Forms/Tools tab in the Personas setting.
When 4506-C tax transcripts are ordered from within Encompass, the orders are automatically recorded in the table at the top of the 4506-C Service Orders section. The table at the top of the 4506-C Service Orders section displays the date and time when each order was submitted, the order number, the Encompass user ID of the individual who placed the order, the name of the 4506-C product that was ordered, the status of the order, and an indication of whether the order was placed for the borrower (B), co-borrower (C), or both (B/C). Each entry also includes a View Details link to view the Order Details window for an order.
Some investors require specific types of IRS transcripts for a loan. If this requirement is not met, an alert will display in the section header above the table.
- Click the Request for Transcript of Tax link in the section header to open the Request for Transcript of Tax form.

When you select a 4506-C transcript order with a status of Retrieved or Imported, the Documents sections displays a list of transcripts that were returned for the order. When you select a transcript in the Documents section, the Results section displays 4506-C information in the column for the appropriate year, including the total income, the variance percentage, and an indication of whether the variance has been exceeded. The Input column displays the information that was entered in the loan file.
- Select an entry from the Documents section, and then click the Document icon. The transcript will open in a Preview window.
When fraud reports are ordered from the TQL Services tool, the orders are recorded in the table at the top of the Fraud Services Orders section. The table at the top of the Fraud Services Orders section displays the date and time when each order was submitted, the Encompass user ID of the individual who placed the order, the name of the fraud report product that was ordered, the status of the order, and the number of alerts associated with the order. When a fraud report is returned to Encompass, the status is changed to Completed, and the report is automatically imported into the eFolder for the loan.
The Fraud service is powered by CoreLogic’s® LoanSafe® Fraud Manager. Refer to CoreLogic’s LoanSafe Risk Manager Suite User Manual for detailed instructions for using this service.
Some investors require a specific type of fraud report for a loan. If the correct report is not ordered, an alert will display in the section header above the table.
- Click the Order button.

When you select a fraud report order with a status of Completed, the Documents sections displays the report that was returned for the order, and the Results section displays a list of alerts generated by the report, including severity flags, the alert category, and a message with a short description of the alert.
MERS alerts are displayed on the Results panel header. Place your cursor over the alert icon to view the details of the MERS alert.
Authorized users can add comments to warnings and alerts in the Results panel. Users without permission to add comments can view the comments in this panel.
After a comment is added, the Comments column in the Fraud Orders panel updates to display the date of the comment.
- Select a report from the Document section, and then click the Document icon.
- Double-click an entry in the Results section to view the Alerts Details window, which displays the alert category, the severity of the alert, the full alert message, and a recommendation for addressing the alert.
View Updates to the Loan After the Latest Fraud Report was Ordered
When compliance reviews are ordered from within Encompass using the Encompass Compliance Service, the orders are automatically recorded in the table at the top of the Compliance Orders section. The table displays the date and time when each order was submitted, the Encompass user ID of the individual who placed the order, the name of the compliance product that was ordered, the status of the order, and the result of the order. When a compliance review is returned to Encompass, the status is changed to Completed, and the report is automatically imported into the eFolder for the loan.

- Click the Order button. When the order is complete, the Compliance Review tool will open with the report displayed.

When you select a compliance review order with a status of Completed, the Documents section will display a list of reports that were returned for the order, and the Results section will display information about the contents of the report, including the results, the review category, and, if applicable, a message that provides a short description of the issue involved.

View Updates to the Loan After the Latest Compliance Report was Ordered
When Citibank is selected as the investor, the Valuation Services Orders section is used to order Automated Valuation Model (AVM) reports through the Correspondent Collateral Valuation Program (CCVP) provided by CoreLogic. CCVP reports provide an estimated value for single-family, condominium, townhouse, and planned unit development (PUD) properties.
When CCVP reports are ordered from the TQL Services tool, the orders are recorded in the table at the top of the Valuation Service Orders section. The table at the top of the Valuation Service Orders section displays the date and time when each order was submitted, the Encompass user ID of the individual who placed the order, the name of the AVM product that was ordered, the status of the order, and the number of alerts associated with the order. A loan must have a status of Pass for one of the two CCVP reports before it can be published to Citibank via the TQL Services tool.
After an order is submitted, an entry is created on the order list. When you select the entry for an order, the Documents section displays the document that was returned for each of the reports that were returned. The Results section displays the name and result of the report, and a message related to the report order, which can contain the Confidence Score and Forecast Deviation Score for PASS reports.
- Select a report from the Document section, and then click the Document icon.
- The report will open in a Preview window.
- Click the View Details link in the Order History column to view order details.
View Updates to the Loan After the Latest CCVP Report was Ordered
When a flood certificate is ordered from within Encompass, the orders are automatically recorded in the table at the top of the Flood Orders section. The table at the top of the Flood Orders section displays the date and time when each order was submitted, the order number, the Encompass User ID of the individual who placed the order, the flood order number, the name of the flood service product that was ordered, the flood zone, and the status of the order.

After you have ordered a flood certificate on a property, you can view the transaction log associated with the order(s) in the Transactions section. You can also use the Documents section to view the list of flood certificates ordered on the loan and view each certificate in PDF format.
- Select an entry from the Documents section, and then click the Document icon to view the Flood Certificate.
- Click the Order button.
- In the loan file, update a mandatory field for the ordered report.
- In the TQL Services tool, click the Compare Data link corresponding to the ordered report.
- The Loan Data Delta window lists the fields that were updated and details such as field descriptions, current value for the field and the value that was documented in the last report.
The Compare Data link displays for all reports and if the loan data has not changed after ordering the report, a message displays indicating that there are no data discrepancies.
Use this panel to manually place MI orders to the service providers enabled for your Encompass instance.
Starting with the TQL Services 19.3 Major Release, you can use the Compare Rate Quotes button to request a rate quote comparison at any time in the loan life cycle until a certificate order type is placed on the loan. The button is enabled as long as no MI Orders are placed on the loan and at least one MI Service provider is enabled for your Encompass instance.
With each loan submission (successful or unsuccessful), once you submit your loan file, you are automatically directed to the TQL Services tool, where the Mortgage Insurance Service Orders panel updates with the details of your order.
- Use the Manage Documents link to upload and send documents from your eFolder or hard drive for certificate order types
- Use the Check Status link for an order to view the status of the order
Once your order is returned from the MI vendor, Encompass fields relevant to your loan data and order, will be updated.

Use the Comments to Investor section to enter general and service-specific comments that the investor can view when the loan is published. Entries are arranged chronologically and display the service category (such as Flood, 4506-C) for each comment. Comments that have not been published to the investor are marked as (Not Published).
Comments are specific to the selected investor at the time of comment entry, and will display when that investor is selected from the list.
The Add to eFolder button displays when no investors are specified. Use this button to compile TQL comments into a single document and add it to the eFolder. Comments for all services are included by default.
