Fixed Issue for Version 20.2 December Service Pack

Why we fixed this issue: This issue was fixed to improve usability and to help ensure the Encompass Product & Pricing Service is operating as expected. The issues that are chosen to be fixed are based on the severity of their impact to clients and client feedback.
Clients Now Can Only Access Loan IDs Under Their Client Record When Using APIs
An issue occurred where a client could create a request payload with a loan ID for a different client and that loan would appear under the current client when the request was submitted. This issue has been resolved and a client can now only access loan IDs under their client record when using the APIs.
