Feature Enhancements in Version 19.4.0.6 Server Patch 5
Updates to the Encompass Server (i.e., Server Patch 5)
Below are the updates in the Server Patch that is applied to the Encompass Server. The Server Patch contains the relevant Encompass code that applies to the following feature enhancement. The Server Patch included with this release will be applied to the Encompass Server automatically and cannot be controlled manually via the Encompass Version Manager tool.
Encompass Settings
When your company has completed the new URLA testing period and is ready to implement the URLA 2020 forms for all new loan applications, Encompass administrators can use the Policies option in the Encompass Admin Tools to configure when URLA 2020 input forms will be applied to all new loans. On or after the date selected in this Default to URLA 2020 Policy setting, the URLA Form Version > URLA 2020 option in new loan files will be automatically selected so that the new URLA 2020 input forms are used for the loan. Prior to that date, the URLA 2009 forms will be used.
By default, the option is now configured to use the URLA 2020 forms on all loans created on or after 11/1/2020. In previous versions of Encompass this date was set to 2/1/2020. This date has been updated to 11/1/2020 in this release since Fannie Mae and Freddie Mac have published the updated implementation timeline and mandate date of November 1, 2020 for use of the redesigned Uniform Residential Loan Application (URLA/Fannie Mae Form 1003) and updated automated underwriting system (AUS) specifications. Encompass administrators can configure this date policy based on their company's policies and practices. It is important to note that if you had changed this policy date in earlier versions of Encompass to a date other than 11/1/2020, that date will be overridden by this new 11/1/ 2020 default date.
This update to the default date for URLA 2020 is being applied in not only this 19.4 January Service Pack release (19.4.0.6 Server Patch 5), but it will also be updated in the Admin Tools for all additional Encompass 19.3.0.x and 19.4.0.x versions as well. This update will occur for these versions automatically on January 18, 2020 and does not require any user actions to be applied.
To Select the Date When the URLA 2020 Input Forms Are Used by Default:
- On your Windows task bar, click the Start menu or Start icon, navigate to the Ellie Mae Encompass program folder, and then click Admin Tools.
- Double-click Settings Manager.
- Select Policies from the Category list.
- Double-click the date in the Value column for the Default to URLA 2020 option.
- Type the date when you want the URLA 2020 forms to be used by default or click the Calendar icon to select a date. By default, this date is set to 11/01/ 2020.
- Click Apply and then click OK.
The setting does not affect loans started prior to the setting date, and a lender can still toggle between URLA versions as needed after the mandated implementation date based on company policies, for example with non-agency products.
On December 3, 2019, the FHA announced the availability of new FHA County Limits for 2020. The URL for the 2020 FHA County Limits table is now provided in the Encompass Settings (and selected by default). Select this URL and synchronize this new table to apply these new limits to applicable loans in Encompass. (Prior to this Encompass release, administrators were required to manually import the 2020 FHA County Limits table into Encompass as described in the Update 2020 FHA County Loan Limits (#35756) article in the Ellie Mae Knowledge Base.)
To Apply the 2020 FHA County Limits:

On the menu bar, click Encompass, and then click Settings.

On the left panel, click Tables and Fees, and then click FHA County Limits.

In the HUD Web Site section, select the radio button for the 2020 FHA County Limits table URL:

Click the Synchronize button. The updates are applied immediately for all users.
