Fixed Issue for Version 25.1 Critical Patch 3

Why we fixed this issue: This issue has been fixed to improve usability and to help ensure ICE PPE is operating as expected. The issues that are chosen to be fixed are based on the severity of their impact to clients and client feedback.
Loan Amount on General Tab Now Correct
An issue occurred where the Loan Amount on the General tab was incorrect. The LTV calculation was inaccurate and was overriding the Loan Amount. In addition, if the LTV was cleared and a Loan Amount was entered, that amount was not retained.
This issue has been resolved. The value in the LTV/CLTV/HCLTV field now displays five decimal places (e.g., 64.30868%), which ensures the accuracy of the LTV/CLTV/HCLTV calculation. If an LTV is entered, the Loan Amount is now correct. If the LTV is cleared and a Loan Amount is entered, that amount is now retained.
